Description of the Procurement Velindre University NHS Trust, through NHS Wales Shared Services Partnership Procurement Services, is seeking to appoint suitably qualified and experienced suppliers to support the equipping of the new Velindre Cancer Centre (nVCC), due to become operational in 2027. The procurement is divided into two Lots: Lot 1 – Supply, Delivery, Installation and Commissioning of Catering Equipment The successful contractor will be responsible for the supply, delivery, positioning, installation, commissioning, testing and handover of commercial catering equipment for the new Velindre Cancer Centre. The requirement covers production kitchens, satellite kitchens, staff facilities and public catering areas. The contract includes coordination with the Principal Contractor and Project Co throughout the construction programme, phased delivery and installation, provision of all associated documentation (including operating and maintenance manuals, warranties and asset registers), user training, and warranty support. All equipment must comply with relevant UK legislation, NHS standards and healthcare requirements. This is a one-off procurement contract aligned to the construction and commissioning programme for the new hospital. Lot 2 – Catering Equipment Servicing and Maintenance The successful contractor will provide comprehensive planned preventative maintenance (PPM) and reactive maintenance services for the installed catering equipment following commissioning of the new Velindre Cancer Centre. The contract includes scheduled servicing in accordance with manufacturers' recommendations, emergency breakdown response, replacement parts, asset management, lifecycle reporting, annual condition surveys, KPI monitoring and quarterly contract management meetings. Suppliers will be required to provide 24/7/365 call-out support with defined response times for critical equipment failures and maintain all equipment in a safe, compliant and operational condition throughout the contract term. The Authority intends to award separate contracts for each Lot. Suppliers may bid for one Lot or both Lots. The procurement will be conducted as an Open Procedure in accordance with the Procurement Act 2023. Tenders will be evaluated on the basis of the Most Advantageous Tender (MAT), taking account of quality, price and social value in accordance with the published tender documentation. In preparing students for the world beyond school, we firmly believe in high standards of dress and attitude, so that good manners, tolerance and understanding underpin everything we do. Tradition is important ~ and we hold on to our traditions and high expectations, whilst also thoroughly embracing innovation and a 21st century approach to learning. There are currently circa 1900 pupils. The school offers GCCSEs for ages 11 to 16, and A-Levels/BTECs for students wishing to go to the sixth form at ages 16 to 18. The contract will commence on 1 April 2027 for an initial period of three years, with the opportunity to extend for a further period of two years at the discretion of the governing body. The successful contractor will invoice the client for one-twelfth of the annual cost monthly, also guaranteeing both the number of input hours to the contract and the quality of cleaning provision. Any variations to the contract that are requested by the client should be invoiced at the agreed rate and should be calculated on an hourly rate per employee needed to carry out the variation to the satisfaction of the contract supervising officer. The School requirement shall be for 190 academic days, 5 inset days and 20 days periodic cleaning per annum. Whilst the monthly charge will represent one-twelfth of the contract cost, a reconciliation will take place monthly to reconcile the actual hours worked within the contract. If the hours worked are less than those budgeted for a credit will be required by the School. The School require that the tendered number of hours are always worked, and the successful contractor is expected to have a system in place to cover for both planned and unplanned leave. The basis and rationale that the Client requires the successful contractor to operate to at all times is being able to provide a clean school that is fit for purpose and that the Contractor is proactive in the management of the contract, thus ensuring that all specifications are achieved and that the frequency of cleans is as detailed within the Innovation and continued innovation of processes throughout the contract term will be pivotal to the success of the new contract. The Contractor shall provide a comprehensive cleaning service to the Site to promote a clean, healthy and safe environment which presents a positive image to all users and visitors. The Site must always meet health, safety and environmental standards appropriate to the Site and its use and the successful Contractor must comply with the Client’s health, safety and environmental policies and procedures. The Services must be provided so as not to interrupt the routine of the Site. The focus of our requirement is for a high-quality cleaning service, fully compliant to the agreed specification. The general standard of cleaning shall be in accordance with the BICSc Cleaning Standards, with BICSc training given to all cleaning operatives employed within this contract. We are seeking a suitably experienced contractor who has current experience of working within the secondary school or HE/FE marketplace, ideally with a strong operational base within the Gloucestershire area, thus allowing for both adequate contract support and the operational flexibility that is to be delivered in support of the contract as and when required. The scope of the contract covers all cleaning provision within School buildings. The successful contractor will be expected to deliver a concise and detailed method of management reporting at the end of each month thus updating the senior management team within the School on the contract performance. The projected cost of cleaning for the current year is circa £290,000 for all buildings (excluding external window cleaning but including the dual use sports centre in evenings and weekends) on the campus at Cleeve School, however it is believed that through equipment and cleaning material innovation and the effective recruitment, training and supervision of cleaning staff there is opportunity for improvement to standards. NB: Please note that the successful contractor will pay a proportion of the procurement consultancy fee on award of this contract, which will be to the value of £3,412.50 plus VAT. There will be an option to extend the contract for a further period of up to three years by mutual agreement. Penyrheol Comprehensive School is located in Gorseinon, Swansea. It is an English-medium secondary school for pupils aged 11–16, with approximately 870 pupils currently on roll, a capacity of 1,000 pupils, and around 110 members of staff. The school's values include Inclusion, Respect, Aspiration, Belonging and Supporting pupils to achieve their full potential. The school currently employs its own cleaning team. The existing structure comprises one cleaner working in the morning and ten cleaners working during the afternoon and evening, with cleaning completed by 6.00pm. The current service operates for 39 weeks of standard cleaning per annum, supplemented by two weeks of periodic deep cleaning. There is currently no daytime cleaning provision. The school also includes a Specialist Teaching Facility (STF) for pupils with moderate to severe learning difficulties. This contract will be fixed-price in nature, with the successful Supplier required to guarantee both the number of input hours delivered and the quality of the cleaning service provided. Whilst the monthly contract payment will represent one-twelfth of the annual contract value, a monthly reconciliation process will be undertaken to verify actual hours worked against those budgeted within the contract. Where actual hours delivered are lower than those budgeted, the Supplier will be required to provide a credit to the school. This credit will be calculated by dividing the annual contract value by the annual contracted hours to establish a contractual hourly rate, which will then be multiplied by the shortfall in hours delivered. The school is seeking a suitably experienced Supplier with a proven track record of delivering cleaning services within the secondary school sector. Preference will be given to Suppliers with a strong operational presence within South Wales, enabling the provision of responsive contract support, operational resilience and service flexibility throughout the contract term. A robust management structure must be provided to ensure the specification is delivered consistently throughout the contract period. Free School Meals and hospitality will be charged based on evidenced consumption at a rate agreed yearly in line with government funding with associated sales and costs included within the pricing models. The successful Supplier will be expected to maximise the sourcing of fresh produce on a local basis, as well as provide support on educating the pupils in healthy eating and where food comes from. Whilst the Trust prioritises value for money as a key objective of the competitive tender process, the governing body is not obliged to accept the lowest price. Framework Agreement for Catering Services at Elevate MAT Schools

The Scope for Procurement is for a Contract Catering Partner delivery of services across all Trust Schools. The Procurement will be looking at supporting change management. The Trust plan to move from the status quo cook-on-site at most of their schools, towards a hub-cooking centralised and delivered out structure, across all Academy schools. Their vision is to move to the hub delivery by the close of Year 1 contract year. Invitation to Tender Documents will ask for bidders to present costings based on the status quo, and additionally alternative proposals to review all operational efficiencies and present costings for the hub delivery with timescales. Tender notice will go live early June 2026 with site visit opportunity for all interested parties 6th-10th July 2026 across the 18 schools. This will be a Trust-led walk around and contractors will be able to discuss with representatives in an open forum. The Tender deadline will be close of the Summer holiday period, with evaluation and reference site visits in September 2026. The long lead time to mobilisation, will enable the awarded contracting partner, to fully understand the services and agreement ahead of contract start.
