The Trust is seeking to procure a cleaning contract for the delivery of cleaning services including daily cleaning and out of term deep cleaning, for spaces including but not limited to teaching, office, circulation, and rest room spaces for all primary academies. It is the Trust’s expectation that the successful Contractor shall be responsible for the operation of the cleaning function including employment and management of staff, supply of cleaning products, consumables, light equipment, and bin liners. The Trust will retain responsibility for payment of utilities and the operation and maintenance of cleaning equipment and facilities. The successful Contractor will provide an excellent quality cleaning service, which comply with the Government’s cleaning-based standards for the education sector. The successful Contractor shall establish effective management and operational level communication systems at all levels regarding the cleaning service with the Trust. In addition, the provider will also be responsible for all legal, and health and safety requirements in delivering the services.

The successful Supplier will be required to provide cleaning services for Kingfisher Schools Trust. This procurement is being conducted under a competitive flexible procedure in accordance with the Procurement Act 2023. Following the initial selection stage, the Contracting Authority intends to invite up to five suppliers to participate in the tender stage. Selection will be based on the criteria set out in the PSQ/tender documents and will be applied in a transparent and non-discriminatory manner. Suppliers must meet the minimum conditions of participation in order to progress to the tender stage. Contract value is likely to be around £600,000 per annum Kingfisher is a new trust providing direction, support and challenge to six schools in Suffolk and Norfolk. They have a mission to provide exceptional education for our pupils. They seek to have a deep understanding of our local communities but to have ambitions for young people equal to those of the very best schools and academy trusts anywhere in England. The school project stakeholder’s aims for this process are as follows: •Consistency of cleanliness across the schools •Quality of local and off-site supervision (auditing/ training/ communication/ recruitment) •Improving communication between the service provider and school stakeholders and between the service provider and the trust •Upgrade of machinery and technology and review of chemicals used •Disciplined reporting and adherence to the meeting cycle to assure that reactive and proactive works are prioritised and completed •Improved and social value and environmental activity and reporting •Development true sense of partnership with the successful service provider •To improve the flexibility and mobility of employees to proactively and reactively support absence across the estate The basis and rationale that the Client requires the successful Supplier to operate to at all times is being able to provide a school cleaning service that is fit for purpose and that the Supplier is proactive in the management of the contract, thus ensuring that all specifications are achieved and that the frequency of cleans is as detailed within the tender specification. The contract being tendered is for three years in duration from August 2026 until end July 2029 with the option to extend upon agreement with the Client, for a further two-year period (awarded in singular years). The contract will be fixed price in nature, with the Supplier invoicing the Client for one-twelfth of the annual cost on a monthly basis, however the successful supplier will be expected to return any hours not worked to the trust. The successful Supplier will be required to provide cleaning services for Colmers School & Sixth Form College. The value of the current contract is approximately £162K per annum. Colmers School & Sixth Form College is a large secondary school within Birmingham and is situated on the Rubery / Longbridge border. The current pupil roll is currently stable at capacity and is anticipated to continue to be so. Customer engagement will be fundamental to the continuous improvement in the service provision and within your tender response your methodology to this will need to be detailed along with examples of where this has been undertaken within similar contracts recently. The contract will commence on 1 April 2027 for an initial period of three years, with the opportunity to extend for a further period of two years at the discretion of the governing body. The successful Supplier will invoice the client for one-twelfth of the annual cost monthly, also guaranteeing both the number of input hours to the contract and the quality of cleaning provision. Any variations to the contract that are requested by the Client should be invoiced at the agreed rate and should be calculated on an hourly rate per employee needed to carry out the variation to the satisfaction of the contract supervising officer. The Client’s requirement shall be for 190 academic days, 5 inset days and 20 days periodic cleaning per annum. Whilst the monthly charge will represent one-twelfth of the contract cost, a reconciliation will take place to reconcile the actual hours worked within the contract. If the hours worked are less than those budgeted for then a credit will be required by the Client. The Client requires that the tendered number of hours are always worked, and the successful Supplier is expected to have a system in place to cover for both planned and unplanned leave. Rushmoor Borough Council (the 'council') is inviting tenders from suitably experienced cleaning and security suppliers for The Meads Shopping centre located in Farnborough. The value of cleaning and security services at The Meads is in the region of £650,000 per annum (excluding VAT). A price cap of £735,000 will be applied to tenders in relation to cost of service for the 1st year of the contract, the Council reserves the right to set aside any tenders above this amount. The targeted award date for the contract is 16th July 2026 with commencement of services to run from 2nd November 2026.
